Brian O’Neal, P.E

Mr. O’Neal is a Registered Chemical Engineer in Washington with over 21 years of experience in hazardous waste remediation, regulatory compliance, and project management. Mr. O’Neal has developed specialized expertise in the performance and management of feasibility studies at both state and federal sites, including screening of remedial technologies, remedial design, regulatory analysis, design and performance of treatability studies for soil and groundwater, cost analysis, and work plan and report preparation. Additional project experience includes regulatory compliance and analysis, facility inspections and inventories, plan preparation, and storm water quality management and permitting.

Primary areas of responsibility for Mr. O’Neal include the following:

  • Project Manager for implementation of the RCRA Corrective Action program at a chemical distribution facility in Portland, Oregon. Responsible for conducting supplemental groundwater investigations, design and construction of a groundwater interim corrective measure (ICM), preparation of a corrective measures study (CMS) report, and implementation of final corrective measures;
  • Project Manager for the preparation of a feasibility study for a former bulk fuel terminal and hazardous waste treatment facility at a port facility in the Puget Sound region of Washington. Contaminants of concern include a wide range of petroleum hydrocarbons, PCBs, and PAHs. Additional studies conducted to support the feasibility study included an evaluation of LNAPL recovery and documenting monitored natural attenuation;
  • Senior Project Engineer responsible for evaluation and design of remedial alternatives and litigation support for a former metal finishing site in Kent, Washington. Primary contaminants of concern are trichloroethene and vinyl chloride. The remedial action selected for implementation is a combination of is situ zero valent iron (ZVI) treatment of groundwater and containment using a slurry wall;
  • Project manager for the preparation of a FS and remedial design for a large pulp mill and wood products facility in Western Washington. Contaminants at this complex site include arsenic, creosote, pentachlorophenol, and petroleum hydrocarbons;
  • Served as regulatory specialist to conduct RCRA compliance evaluation inspections at numerous generator and treatment/storage/disposal facilities throughout Washington; and
  • Auditor in multi-media compliance audits at two large wood products facilities in Idaho and Minnesota. Primary responsibilities were assessing facility compliance with state and federal regulations concerning hazardous waste management (i.e., RCRA), wastewater treatment and discharge, and control of storm water runoff.
